Eleven foreign flagged vessels detained in September
MCA releases details of ships that fell foul of PSC...
The Maritime & Coastguard Agency (MCA) announced recently that 11 foreign flagged ships were under detention in UK ports during September 2008 after failing Port State Control (PSC) inspection.
Latest monthly figures show that there were 8 new detentions of foreign flagged ships in UK ports during September 2008 and 3 vessels under detention from previous months. The overall rate of detentions compared with inspections carried out over the last twelve months was 4.4% this is unchanged from Augusts twelve month rate.
During the month of September 164 Port State Control inspections were carried out in the UK. A total of 44 vessels had no deficiencies raised against them,79 had between one and five deficiencies, 23 had between six and ten deficiencies 13 had between eleven and twenty deficiencies and there were 5 vessels inspected that had more than twenty deficiencies.
Out of the detained vessels, 5 were registered with a flag states listed on the Paris MOU white list, 1 was registered with a flag state on the grey list, 4 were registered with a flag states on the black list and 1 was registered with an unlisted flag state.
Vessels detained in September included:
A 1,853 GT Other Cargo Vessel was detained in Erith Kent because the rescue boat engine could not be started and the portside hydrostatic releases had expired. The chief mate was unable to locate the Maritime Mobile Services Identity (MMSI) for MRSC Thames therefore the VHF DSC was not tested.
The number and nature of the defects identified on board indicated a major failure of the vessels Safety Management System (SMS).
A 22,352 GT Bulk Carrier was detained in Northfleet because the engine room door was corroded and holed and the engine room bulkhead had been penetrated by a power supply cable for the provision crane and the insulation to the cable damaged creating a fire risk. There were damaged and broken tiles in the ships sanitary facilities i.e. in the toilets, sculleries and some crew shower facilities. Because of the number and nature of deficiencies a major non conformity was identified in respect of the Ship Management System (SMS)

This vessel was detained in the Port of Tyne for 3 days because the emergency fire pump could not pump water, other deficiencies included the aft mooring deck hatch was missing 3 securing devices, there was a large bubble in the steering gear magnetic compass and the port lifeboat fire extinguisher was not secured as the bracket was broken. In addition not all of the crew had met the requirement for the minimum hours of rest; the door frame from the engine room to steering gear was not secured because 50% of the bolts were missing.

The vessel was detained in King George Dock Hull for 15 days because the ship was not manned in accordance with the minimum safe manning document - the second engineer was not qualified in accordance with STCW regulations and the vessel lacked an A/b deck rating. Also there were no valid CECs or dispensation from the Flag state on board the vessel. In addition the engine room was very oily and presented a major fire risk in the machinery spaces. Other deficiencies identified included the main steam boiler stop valve extended spindle was disconnected in the machinery space, the main air compressor was defective and there was no means of testing fire detection system. The number of Solas related deficiencies indicated a major breakdown of the ISM SMS on board.

The vessel was detained in Kings Lynn for 2 days because the not under command signal light arrangement was inoperative as the electrical arrangements were not appropriate. The port steering gear unit was also inoperative due to a suspected electrical problem. Other deficiencies identified included: the engine room portable fire extinguisher was not properly secured as the fixture was damaged, the accommodation blower flaps in front of the galley door were seized, and the fan could not be started for the galley exhaust over the cooker. Also noted the bow thruster had been out of order since Aug 2008. The vessel which had been previously detained during 2002 was released from the current detention on 06/09/2008.

The vessel was detained in Middlesbrough for 6 days because the emergency generator bulkhead on main deck aft was corroded through and the engine room hatch aft funnel was corroded through in several places and repaired with tape. Other deficiencies identified include equipment records not properly completed, both VHF DSCs are showing incorrect time and date, the SCBA has air leak through the low level alarm and not all the lights were operational in the forecastle. In addition numerous air pipes on the main deck did not have securing bolts and several fire doors did not close and latch properly. A major non conformity was identified in respect to the maintenance of the ship and equipment especially in relation to the ready availability of the lifejackets 4 of which were condemned.

It was also noted that the purifier room had the following deficiencies oil in the bilge; insulation missing; insulation - oil soaked and under plates very oily.
A major non conformity was identified due to the number and nature of the deficiencies which were not according to SMS.

The vessel was detained in Blyth because the engine room fire dampers were corroded through and the abandon ship and fire drills were unsatisfactory. Also a defect raised during a port state control inspection of 5/03/2008 regarding labelling in the engine room needing to be in a language understood by the engineers , had not been addressed.
Other deficiencies included: identity check of Port State Control Officers was not checked before they accessed restricted areas i.e. the bridge, there were hydraulic oil leaks around the steering gear which needed investigating and the fire detector head in the engine room workshop was covered. In addition there was a large bubble in the magnetic compass and the passage planning check list was not according to SMS. A major non conformity was raised because maintenance procedures had failed to ensure compliance with Solas requirements.

The vessel was detained with a significant amount of oil leaking from the silencer drain soaking the exhaust manifold lagging of the main engine, causing an imminent fire hazard. There was no effective fire pump available due to the breakdown of the main engine, and the alternative submersible electric pump was not effective. Also the Aldis signalling lamp was out of order, the VHF radio installation had an incorrect MMSI number and the radio battery charger arrangement and power distribution was incorrect. Other deficiencies included: some inoperative navigation lights as well as improperly maintained emergency batteries and portable fire extinguishers. The ship was still detained at 30/09/2008
