Nine foreign vessels under detention in May
Including cockroach-infested tanker on Merseyside...
The Maritime & Coastguard Agency (MCA) announced recently that 9 foreign flagged ships were under detention in UK ports during May 2008 after failing Port State Control (PSC) inspection.
Latest monthly figures show that there were 7 detentions of foreign flagged ships in UK ports during May 2008 and 2 vessels under detention from previous months. The overall rate of detentions compared with inspections carried out over the last twelve months was 4.7% a decrease on Aprils twelve month rate.
During the month of May 120 Port State Control inspections were carried out in the UK. A total of 34 vessels had no deficiencies raised against them,59 had between one and five deficiencies, 15 had between six and ten deficiencies 9 had between eleven and twenty deficiencies and there were 3 vessels inspected that had more than twenty deficiencies.
Out of the detained vessels, 2 were registered with a flag state listed on the Paris MOU white list, 3 were registered with flag states on the grey list, 3 were registered with a flag states on the black list and one was registered with an unlisted flag state.
Vessels detained in May included:
• An 18,453 GT Malaysian flagged chemical tanker which was detained in Eastham Liverpool, because of a serious infestation of cockroaches in the galley, ships stores and the crew accommodation. Port Health at the next port was informed.
• A 2,584 GT St Vincent and Grenadines flagged multi purpose cargo vessel detained in Belfast because of failures identified in the life saving appliances and the main engine high pressure fuel line drains which were not connected. A major non conformity was raised against ISM with regard to the breakdown of the maintenance of ship and equipment and the lack of familiarity with life saving and fire fighting equipment.

The vessel was detained in Grimsby for 7 days after grounding on Haisborough Sand because the voyage plan routed the vessel over a sea area where the chartered depths were less than 2.0m in places (Ship draft 5.9m) as the officer of the watch, the 2nd officer was apparently not using ECDIS Electronic Chart Display & Information System correctly at the time of the grounding. In addition although the vessel was certified as an ECDIS ship, without paper charts the ships officers were unable to verify that they had received any ECDIS training. Other deficiencies identified included: a cadet who was being used as a rating watch keeper (lookout) during hours of darkness did not have rating watch keeping (STCW) certification, the Netherlands CEC for the 2nd officer was not on board neither was the proof of application for the CEC.

The vessel was detained in Cardiff for 12 days because the fire line (aft of midship) was found to be holed, although this had previously been repaired by on board welders. The emergency preparedness was not according to SMS, during the boat drill the crew took over an hour to lower the lifeboat, also the crew did not don lifejackets or personal protective equipment before entering the boat. A major non conformity was identified in relation to the maintenance of the ship and equipment, the engine room was dirty, and a fire hose for the emergency fire pump was found to be holed. In addition, on the continuous synopsis record the owners address was different to the one on the document of compliance.

The vessel was detained in Eastham for 2 days because the ships store rooms and the galley were infested with cockroaches. The infestation had also spread to the crew accommodation and the cabins were over run with cockroaches. Other deficiencies identified, were food stowed in unhygienic conditions and signs of flour weevils in the dry store rooms. The galley and associated store rooms and lockers were very dirty and unhygienic. In addition the crew sanitary facilities were dirty, the shower heads were missing and toilet seats and tiles were broken and missing in several of the cabins and in the sick bay area used for the crew the bath drain was missing.

The vessel was detained in Dover for 7 days because of excessive oil leaks on the port & starboard steering motors, the main engine was covered in oil and the fuel treatment area covered in fuel. Other deficiencies identified included the deck covering outside the steering flat was split and a trip hazard, the self closing cocks for the oil tanks were wired open and there was excessive rubbish stowed in the engine room. A major non conformity was identified against ISM section 10 due to the number and nature of the deficiencies which indicated a lack of maintenance of the vessel, indicative of a break down of the ISM system.

The vessel was detained in Belfast because the main engine fuel valve drain lines were not connected and the lube oil purifiers (sight glass) was missing from float switch. The condition of the lifeboats was not as required - broken boards, rotten ropes and the starboard lifeboat was holed and the davits required repair to meet class requirements. In addition the fuel high pressure overflow tank was not permanently connected, the tape on the generator fuel pipes was missing, various light covers missing throughout the vessel and the crew common toilets and showers needed deep cleaning.
Major non conformities were identified in respect of lack of familiarity with the fire fighting equipment, CO2 alarm and lifeboats and in respect of the maintenance on board that was not accurate and did not match on board records.

The vessel was detained in Gunness because the number and nature of deficiencies indicated a failure over a long period of time of ISM – section 10 constituting a major non conformity. In addition the vessel had been in breach of the 50 mile voyage limitation in open seas as recorded on a previous voyage which was against statutory certification and not according to SMS. Other deficiencies identified included the cabinet door to the emergency battery locker was badly corroded and the dogs seized: several discharge nozzles for the fixed fire fighting installation were covered with plastic bags and the emergency fire pump pedestal was badly corroded and holed.

The vessel was detained with a significant amount of oil leaking from the silencer drain soaking the exhaust manifold lagging of the main engine, causing an imminent fire hazard. There was no effective fire pump available due to the breakdown of the main engine, and the alternative submersible electric pump was not effective. Also the Aldis signalling lamp was out of order, the VHF radio installation had an incorrect MMSI number and the radio battery charger arrangement and power distribution was incorrect. Other deficiencies included some inoperative navigation lights as well as improperly maintained emergency batteries and portable fire extinguishers. The ship was still detained at 31/05/2008
